Android Multiplayer Game without Internet?

yoh! I wanna make an android multiplayer game that doesn't need internet connection to play with another device. can i do it with just the unity networking that can be added to an empty object, provided by unity (those components like NetworkManager, Networksomething something)? or i need the assests like Photon Unity Networking? or i need other assests?
