Photon wont run on Azure

Hi,
I have a photon server running on azure. I cannot get unity to connect to it. I have opened up the endpoints for photon, but it still wont connect.

I have recently had photon running on a different VM from azure that worked just fine. The difference is the new VM that wont work was setup using the new portal instead of the old control panel.

Any help on getting around the firewall or whatever is blocking me would be supper appreciated. Thanks.
